The State Council ordered to amend and repeal some administrative regulations, many of which involved the field of housing construction

Premier Li Keqiang recently signed an order of the State Council to announce the "decision of the State Council on Amending and repealing some administrative regulations": those involving the field of housing and construction include the regulations on the administration of urban real estate development and operation, the regulations on urban water supply, etc.

Article 11 of the regulations of the people's Republic of China on the prevention and control of pollution damage to the marine environment from coastal engineering construction projects is deleted from the administrative regulations decided to be amended by the State Council.

Article 12 is changed to Article 11 and is revised to read: "when a coastal engineering construction project is completed and accepted, the construction project can be officially put into production or use only after the environmental protection facilities of the construction project have passed the acceptance."

Article 19 of the regulations on urban water supply is revised to read: "urban tap water supply enterprises and enterprises with self built facilities that supply water to the outside world can engage in business activities only after they are registered with the administrative department for Industry and commerce." Delete "report to the urban water supply administrative department and the health administrative department for approval" in the first paragraph of Article 32.

Article 17 of the regulations on the administration of urban real estate development and operation is revised to read: "after the completion of real estate development projects, they can be delivered for use only after passing the acceptance in accordance with the regulations on the administration of construction project quality."

Delete articles 18, 36 and 37. Delete "with corresponding qualifications" in Article 24 of the property management regulations.

The second paragraph of Article 32 is revised to read: "the competent construction administrative department of the State Council shall, in conjunction with relevant departments, establish a joint incentive mechanism for keeping promises and a joint disciplinary mechanism for breaking promises, so as to strengthen the integrity management of the industry." Delete Article 59.

Article 60 shall be changed to Article 59, and the words "if the circumstances are serious, the qualification certificate shall be revoked by the Department issuing the qualification certificate" shall be deleted.

Article 61 is changed to Article 60 and the words "if a property service enterprise misappropriates special maintenance funds and the circumstances are serious, the qualification certificate shall be revoked by the Department issuing the qualification certificate".

Delete the first paragraph of Article 11 of the regulations for the implementation of the bidding law of the people's Republic of China.

In paragraph 1 of Article 13, delete "its qualification and license" and delete paragraph 3.
