The meeting decided to simplify the handling links of enterprises from establishment to general business conditions. First, the whole process of enterprise registration will be electronic. Unless otherwise specified, the enterprise name will no longer be subject to pre-approval. Second, the official seal engraving and filing shall be included in the "integration of multiple certificates", and the applicant can choose the official seal production unit. Third, enterprises that have received the business license loaded with the unified social credit code will no longer be subject to separate tax registration and issuance of social security registration certificate, and the time of invoice application and insurance registration will be reduced. This year, municipalities directly under the central government, cities specifically designated in the state plan, sub provincial cities and provincial capital cities should reduce the start-up time of enterprises by more than half, from an average of more than 20 working days to 8.5 working days.
